Pastor Tzvetan Petkov underlined that the baptism with the Holy Spirit is and was a special blessing of God, a special portion of the Holy Spirit given to us after full repentance, water baptism, receiving the righteousness of Christ and preparation of the character to live in perfect unity with Christ and the brethren and prayer for receiving firstly the Early Rain for sprouting of the seed, and then the Latter Rain for reaching the ripe harvest condition of the Christian character.
In addition, Pastor Tzvetan Petkov emphasized that only those who received the Early Rain, would be able to evaluate the need and the meaning of the Latter Rain which should be given for passing the test during the time of the plagues and to take part in the Loud Voice mission mentioned in Revelation, chapter 18.
